A pair of tabletop vises and a striking anvil. Vises made from cast steel feature serrate steel jaws and swivel capabilities. Painted green vise opens five inches and is marked “H.L.” and “Taiwan”. Painted black vise opens five and half inches and is unmarked. Green vise is bolted to narrow black metal tower, included with item.

No sources I'm afraid but here's what I've determined. It's used for striking with a sledge hammer so you don't risk taking a chunk out of your expensive and possibly old anvil. While they are just a tool I think many people are sentimental about their old anvils and don't want to see them damaged.

If you chip or dent your striking anvil who cares? They are often not as hard as a regular anvil so a powerful hit to the anvil isn't going to send a shard of steel flying. They are also used for forging hardy tools because if you forge them in your regular anvils hardy you risk ruining the temper by overheating it, and even snapping off the heel entirely.
